An AI agent’s calls placed by contractors, talks conducted through mediators, and a court’s finding of direct co-perpetration each turn on locating the actor inside an arrangement.

Who performed the action

A service can be credited to one actor while another does the work. Reuters reported on 22 September that Meta had quietly tested contractors placing some of the phone calls requested through its Muse agent, and an internal post put human-placed success at 95 to 98 per cent. The same day, US and Iranian negotiators spent three hours on the General Assembly sidelines in talks that President Trump later described as a meeting “with mediators of Iran, merely mediators.” On 23 September, the International Criminal Court convicted Mahamat Said Abdel Kani as a direct co-perpetrator of crimes committed at a Bangui detention office in 2013. The stakes differ enormously. Each case still turns on locating the actor inside an arrangement that makes the actor harder to see.

The economic record carries a related lesson about exposure and response. The South African Reserve Bank raised its policy rate to 7.25 per cent on 23 September, citing fuel prices, elevated services inflation, and expectations near 4 per cent against a 3 per cent target. The Central Bank of Nigeria had lowered its policy rate to 23 per cent from 26.5 per cent the day before, calling the move an operational reset rather than a change of stance. The Swiss National Bank held at zero on 24 September. The OECD’s 23 September interim outlook says the world economy absorbed the Middle East energy shock better than expected. These facts are compatible: each bank is answering its own inflation path, not a shared oil price.

In Ethiopia, Tigrayan forces took control of Mekelle’s airport on 23 September, three days after seven armed groups announced an alliance to remove the federal government. The seizure is unambiguous. The sources reviewed describe the alliance’s aim, not its command arrangements, and each side attributes the first attack to the other.

Several scientific records make a parallel distinction about observation. A Nature analysis of 58,319 outbreak records finds that reporting falls by a median of 32 per cent for each additional hour of travel to a health facility. A conservation assessment finds 10 per cent of the ocean designated for protection and 3.5 per cent effectively protected. In each case the recorded quantity and the underlying condition diverge in a way that can be estimated. That divergence is information about the instrument, and it does not justify discarding the record.

Tigrayan forces take Mekelle’s airport three days after a seven-group alliance forms

OBS Ethiopian Airlines suspended flights to Mekelle, Axum, and Shire on 23 September, citing “the current situation.” The Associated Press reported that Tigray People’s Liberation Front fighters had occupied Mekelle’s federally controlled airport with no gunfire heard. On 20 September the TPLF and six other groups announced the Ethiopian Peoples’ Forces Alliance for Survival, which aims to remove Prime Minister Abiy Ahmed’s government. INF Taking an airport changes access before it changes territory: control of the runway decides who can fly officials, people, and aid into the region. The alliance widens the conflict’s political map beyond the 2020–2022 war, but a shared aim is not a shared command. The regional government describes its fighters’ action as a defensive response to federal drone and artillery attacks on 22 September; Getachew Reda, now an adviser to the prime minister, accuses the TPLF of attacking positions in Afar and Amhara. Each account assigns the first act to the other side. The November 2022 Pretoria agreement assumed a shared sequence of obligations, and that sequence is now disputed at its first step.

HYP Watch whether scheduled flights resume, whether the African Union convenes named delegations, and whether fighting spreads along the Afar and Amhara boundaries. Control of an airport does not by itself establish the alliance’s military capacity.

Three hours of US–Iran talks in New York ran through mediators

OBS Iranian Foreign Minister Abbas Araghchi and US envoys Steve Witkoff and Jared Kushner communicated through mediators on the General Assembly sidelines on 22 September, the first such contacts since an interim ceasefire collapsed in July, Reuters reported. President Trump said the envoys had “a very productive meeting today with mediators of Iran, merely mediators.” Iran’s Foreign Ministry spokesperson said Tehran engaged through a Qatari mediator. INF A mediated format lets each side test terms without granting the other the standing of a direct counterpart. It also allows public accounts of the same day to differ without either side contradicting a shared record. The Times of Israel reports Iran’s conditions as lifting the US naval blockade, paying out frozen Iranian assets, and ending the war on all “resistance fronts”; the President framed the choice as a deal against the threat of force. For shipping and energy markets, the operative question is narrower than the tone of statements: whether any exchanged term concerns passage through Hormuz and who would guarantee it. The sources reviewed report positions and momentum, not a joint text.

HYP A second round at a higher level, or a published proposal on transit, would show movement. Public statements about a deal or the threat of force do not by themselves alter passage through Hormuz.

Morocco’s provisional count reorders the governing partners on 38 per cent turnout

OBS Interior Minister Abdelouafi Laftit announced provisional results on 24 September from the previous day’s lower-house election. The Authenticity and Modernity Party led with 97 of 395 seats, ahead of the National Rally of Independents with 66, Istiqlal with 65, and the Justice and Development Party with 54. INF No party approaches the 198 seats needed for a majority, so the government will be assembled after the vote rather than selected by it. Low turnout carries particular weight because this was the first national election since last year’s deadly youth-led protests over health, education, jobs, and living costs. A coalition can command a parliamentary majority while resting on a narrow share of the electorate, which limits what the next government can assume about consent for difficult spending, including investment tied to the 2030 World Cup. The Justice and Development Party’s recovery from 13 seats in 2021 to 54 shows that discontent moved through an existing party as well as through abstention.

HYP Final seat totals, the coalition’s composition, and the first budget will show whether the protest agenda enters government. Turnout alone does not reveal which voters stayed home or why.

Venezuela’s acting president promises elections at the UN and leaves the date open

OBS Delcy Rodríguez, acting president since US forces captured Nicolás Maduro in January, told the General Assembly on 23 September: “Elections will be held in Venezuela.” She described a political dialogue with opposition sectors and said Venezuelans would determine the right moment, naming no date. She thanked President Trump for resuming relations. It was the first US trip by a Venezuelan head of state since 2018. NPR report · Associated Press report

INF A promise without a date moves the question from whether to when, and control over timing is itself a political resource. The speech addressed two audiences at once: a Washington that has restored contact and an opposition that needs conditions it can verify. Framing the transition as a dialogue gives the government a sequence of steps to cite before any vote. That sequence can build credibility if each step is observable; it can also defer the vote without a formal refusal. The 24 June earthquakes, which NPR reports killed more than 6,500 people, place a reconstruction claim on the same national calendar and give the government another reason to cite for timing.

HYP Watch for an electoral authority timetable, observer invitations, and published terms for opposition participation. Without them, the announcement leaves the timing with the government.

An AI agent’s calls were quietly handed to human contractors in an internal test

OBS Reuters reported on 22 September that Meta had tested a “human concierge” for Muse, the personal agent it launched in the United States on 8 September. Contractors placed some of the calls to businesses that employees asked the agent to make. An internal post said human-placed calls could reach 95 to 98 per cent success. A Meta vice president wrote that testing without proper disclosures was “a miss” and that the feature had been rolled back. Reuters report · The Next Web report

INF The measured success rate describes a hybrid service, not the model. If businesses’ reluctance to talk with AI callers is part of the task environment, as one employee’s account of an insurer hanging up suggests, the human fallback converts that reluctance into completed errands. That can be a legitimate design, but it changes what a user is buying, what a benchmark measures, and who can see what a user tells the agent. Meta’s spokesperson said the feature would launch only with proper disclosures, without specifying them. For any agent service, the practical question is which step a person performed and whether the user, the counterparty, and the evaluator were told.

HYP A published disclosure rule, or task-level records that separate human and automated completion, would make reported reliability interpretable. An aggregate success rate would not show which part of the service performed.

A criminal group claims FBI personnel data through the bureau’s jobs portal

OBS The FBI said on 22 September that it was investigating claims of unauthorised activity affecting FBIjobs.gov. The group ShinyHunters claims to have taken names, home addresses, and phone numbers of agents, spouses, and applicants, citing an Oracle PeopleSoft system. TechCrunch reported that 404 Media matched a sample against public records. The Associated Press reported the portal still offline on 23 September. TechCrunch report · Associated Press report

INF A recruitment portal sits outside the bureau’s operational systems but holds data about the people who staff them. The exposure therefore runs through a supporting service rather than the core. A partial match of names and addresses shows that some data is genuine; it does not establish the scale the group claims. That distinction governs the response, because notification, protection for exposed families, and review of vendor software proceed differently depending on which records were reached. An organisation that cannot quickly state what a peripheral system held cannot bound its own exposure, and that inventory problem is common to large institutions.

HYP An official scope statement and notification of affected people would settle the scale. The group’s own claims should not be treated as the count.

Clinical decision support is offered free where specialist access is thin

OBS Anthropic and OpenEvidence said on 22 September that they would provide a free version of OpenEvidence’s clinical question-answering service to physicians in about 100 low- and middle-income countries, including Uganda, Angola, Sudan, Haiti, and Mongolia, Reuters reported. Anthropic supplies back-end technology; OpenEvidence will tailor the system to regional health infrastructure. Financial terms were not disclosed. Reuters report · PYMNTS report

INF Free access removes a price barrier, but usefulness depends on whether the evidence base fits local conditions. Reuters notes that systems trained on data from high-income countries may not reflect local practice conditions. Guidelines written for well-equipped hospitals, for example, can recommend tests or drugs that a district clinic cannot supply. The stated plan to adapt the service by region addresses the problem in principle. The practical test is whether answers change when available diagnostics, formularies, and referral routes change. An accurate answer to the wrong resource question helps little. The structure is also entrepreneurial: Anthropic president Daniela Amodei described philanthropically minded work supplying what market incentives alone would not.

HYP Evaluation in named countries that compares recommendations with locally available care would test clinical fit. Usage counts would show adoption, not fit.

The Reserve Bank raises rates because services prices and expectations sit above target

OBS The South African Reserve Bank raised its policy rate by 25 basis points to 7.25 per cent on 23 September, effective 25 September, by unanimous decision. Governor Lesetja Kganyago cited a petrol under-recovery of R2.83 per litre, elevated services inflation, and longer-run expectations near 4 per cent against the 3 per cent target. INF The statement separates the shock from its propagation. Food inflation is at its lowest since 2010 and the rand has contained import prices, so the bank is not responding to broad price pressure. It is responding to the risk that a persistent fuel shock and high services price-setting entrench expectations, which explains a hike into a contracting quarter. The bank also modelled major central banks raising rates by a full percentage point rather than the half point in its baseline; that scenario added roughly one hike. The reasoning ties policy to observable quantities rather than to the oil price alone.

HYP Expectations surveys and services inflation before the 19 November meeting will test the case for the hike. A falling fuel price by itself would not.

Nigeria’s central bank cuts its rate by 3.5 points and narrows the floor beneath it

OBS The Central Bank of Nigeria’s Monetary Policy Committee, meeting on 21–22 September, reset the monetary policy rate at 23 per cent from 26.5 per cent. It recalibrated the standing facilities corridor to +50/−300 basis points from +50/−450, and retained cash reserve requirements of 45 per cent for deposit money banks, 16 per cent for merchant banks, and 75 per cent for non-TSA public-sector deposits. The committee said the recalibration “does not constitute a change in the current monetary policy stance, but rather an operational reset to enhance the effectiveness of monetary policy.” Headline inflation was 15.39 per cent in August, down from 15.43 per cent in July. INF On the published corridor, the deposit-facility floor falls from 22 to 20 per cent, a smaller move than the headline 3.5 points. Where banks hold surplus liquidity, the floor can matter more for market rates than the policy rate itself. The retained 45 per cent reserve requirement keeps a large share of deposits out of lending, so credit conditions may ease less than the headline suggests. The decision therefore combines a clear price signal with continued restraint on the quantity of money. For borrowers, the relevant rate is what banks charge after both instruments act.

HYP Interbank and bank lending rates over the next month will show which instrument dominates. The headline cut alone does not establish cheaper credit.

The OECD raises its 2026 world growth forecast and names what absorbed the shock

OBS The OECD’s interim outlook, published 23 September, projects world growth of 2.9 per cent in 2026, up 0.1 point from June, and 3.0 per cent in 2027, down 0.1 point. It projects G20 headline inflation of 4.1 per cent in 2026. It credits oil inventories, supply from outside the Gulf, and discretionary government support with cushioning the Middle East energy shock, and says heavy AI investment has bolstered production and trade. INF A list of shock absorbers is also a list of dependencies. Inventory drawdowns and fiscal support are finite; they buy time rather than replacing lost supply. AI investment supports activity differently because it depends on expected returns, and the OECD names disappointing AI returns among its key risks, alongside a prolonged war and a very strong El Niño. Resilience in 2026 therefore rests partly on spending that can be withdrawn. The upgrade is informative about the past few months and less so about the capacity to absorb another year of disruption. The OECD also warns that rising bond yields require governments to contain and reallocate spending, which would narrow the fiscal channel that cushioned households.

HYP Watch reserve levels, energy-support budgets, and AI capital-spending guidance. If those supports shrink while supply stays constrained, the next revision should move down.

A gravitational pull from the inner core drives decade-scale changes in the length of day

OBS Huifeng Zhang and Mathieu Dumberry reported in Nature on 23 September that multidecadal variations in the length of day are driven primarily by a gravitational torque from the inner core and resisted by electromagnetic and topographic torques. They combined seismically reconstructed inner-core rotation with core flows inferred from magnetic-field changes. They note that the torque histories depend on the accuracy of those models. INF The length of the day is measured at the surface, while its cause sits thousands of kilometres below. The study infers that cause by requiring two independently reconstructed deep-Earth motions to account for one precisely observed quantity. The result also constrains properties that cannot be sampled, supporting a low-viscosity inner core and a highly conducting iron-enriched layer a few kilometres thick at the base of the mantle. A well-measured output can discipline competing mechanisms when each predicts a different torque history. Dependence on upstream models is the price of the method, and the authors state it.

HYP Revised estimates of inner-core rotation would test the conclusion directly. If the reconstructed rotation changes materially, the attribution to gravitational torque should be reassessed.

Human skeletal evolution included a sharp reduction in joint cartilage chemistry

OBS Yizhi Yan, David Gokhman, and colleagues assayed 561,410 human-derived substitutions in cartilage cells and identified 15,077 loci with human-specific regulatory activity, reporting in Nature on 23 September. Using human–ape hybrid cells, they found suppressed glycosaminoglycan biosynthesis and an approximately three- to fourfold reduction in joint glycosaminoglycan content in humans relative to other apes, which they link to susceptibility to degenerative skeletal disease. INF The study pairs a broad screen with a controlled comparison. Reporter assays test sequences outside their normal genomic context; hybrid cells place human and ape versions in the same cellular environment, so differences reflect the sequences rather than the surroundings. Agreement between the two raises confidence in the regulatory map. The disease link is a further step. Signatures of selection and lower joint content fit a trade-off between skeletal form and joint durability, and the authors call the shift a likely key contributor. Showing that it causes present-day disease rates would require different evidence from the evolutionary reconstruction.

HYP Functional tests of specific variants and tissue comparisons across populations would strengthen the disease connection. Regulatory activity alone does not establish a clinical effect.

Brain organoids implicate mutant astrocytes as a cause of tuberous sclerosis lesions

OBS Thomas Li, Helen Bateup, and colleagues reported in Nature on 23 September that loss of TSC2 biases neural progenitors in human brain organoids toward enlarged, pro-inflammatory reactive astrocytes, in the absence of seizures. Resected tuber tissue from patients showed matching features. The mutant astrocytes expressed fewer glutamate transporters and secreted more inflammatory cytokines. INF The design separates two explanations that clinical tissue cannot. In patients, abnormal glia sit alongside years of seizures, so they could be cause or consequence. Organoids develop without seizures, which removes one direction of causation from the comparison. That makes the finding stronger than a correlation in resected tissue, while it remains limited by how much of a developing brain organoids reproduce. The treatment implication is a candidate target, not a demonstrated therapy. Removing a feedback path to identify which component starts a process is a design with uses well beyond neurology.

HYP Interventions that reduce astrocyte reactivity in organoids, and later in animal models, would test the therapeutic implication. Fewer seizures in patients would require separate trials.

Korean births rise for a 25th month while deaths still exceed them

OBS The Ministry of Data and Statistics reported on 23 September that 24,275 babies were born in July, up 11.1 per cent from a year earlier and the highest July figure since 2019. The monthly total fertility rate was 0.89, up from 0.81. Deaths reached 28,921, a natural decline of 4,647. Marriages rose 9.3 per cent. Korea Times report · JoongAng Daily report

INF A recovery in births and a shrinking population are both true. The rebound is concentrated among women in their thirties, and the Korea Times attributes it to more marriages, a larger population in that age group, and more positive attitudes toward having children. The first two sources can fade: marriage growth may slow and the cohort will age. Deaths rise with an ageing population regardless. Policy should therefore be judged on two clocks. Births respond within a year or two to marriage and housing conditions, while the age structure changes over decades. A fertility rate below 0.9 remains far under replacement.

HYP Marriage data over the next year will indicate whether births can keep rising. A sustained monthly rate above 1.0 would mark a different trajectory from the recovery of postponed births.

Americans grew more negative about data centres as more of them heard about them

OBS Pew Research Center reported on 22 September that 54 per cent of US adults say data centres are mostly bad for the environment, up from 39 per cent in January. Half say they hurt home energy costs, up from 38 per cent, and 60 per cent would be uncomfortable with a new one nearby. The share who had heard at least a little rose from 75 to 88 per cent. INF Awareness and disapproval rose together, so familiarity did not produce acceptance. The objections concern environment, household energy bills, and quality of life nearby, rather than abstract views about AI. That matters because data centres need permits, grid connections, and tax arrangements negotiated in specific places, which makes local consent an input to computing capacity. Views on jobs and tax revenue remain divided, so the economic case has not offset perceived costs. Environmental concern now reaches 62 per cent of Democrats and 47 per cent of Republicans, which gives the issue a base in both parties.

HYP Watch local permitting outcomes, utility tariff cases, and siting agreements that share benefits. National opinion alone would not predict where facilities can be built.

The Bundibugyo Ebola epidemic passes 7,700 confirmed cases

OBS The European Centre for Disease Prevention and Control’s 23 September update reports 7,773 confirmed Bundibugyo virus cases and 3,759 deaths in the Democratic Republic of the Congo, with data to 21 September; Ituri accounts for 5,966 cases. WHO reported 6,757 confirmed cases in the country as of 7 September and has treated the event as a public health emergency of international concern since 17 May. WHO advises using the licensed Ebola vaccine Ervebo against this virus only within research protocols. Surveillance record · WHO outbreak record

INF Confirmed cases rose by about 1,000 in two weeks, and WHO’s reported case fatality ratio near 48 per cent signals continuing difficulty in reaching patients early. Confirmation requires laboratory testing, so the count describes the epidemic as filtered through sampling, transport, and testing capacity. That does not cast doubt on the trend; it means the trend should be read with the surveillance system in view. Contact follow-up, which ECDC reports at 84.5 per cent, is the operational measure of whether new chains are found before they spread. In an epidemic of this size, the unfollowed share matters as much as the headline.

HYP Rising contact follow-up with falling daily confirmations would indicate control. Falling confirmations accompanied by falling testing would not.

Outbreak risk concentrates where people, livestock, and fragmented forests meet

OBS Rory Gibb, Colin Carlson, and colleagues analysed 58,319 outbreak records for 32 diseases in Nature on 23 September, testing 16 social and environmental drivers while accounting for detection and reporting bias. Risk was typically highest in mosaic landscapes of people, livestock, forests, and fragmented habitat. INF The finding has two parts that should not be merged. The ecological part says landscape mixing raises outbreak risk for several vector-borne diseases, such as dengue and Lyme disease. The observational part says the map of recorded outbreaks is also a map of health-care access. Without adjustment, well-served places look riskier because they detect more. The authors also report that most single pressures, including deforestation and warming, act inconsistently across diseases, while directly transmitted zoonoses such as Ebola share few common drivers. That argues against one universal prevention lever and for surveillance designed around specific disease systems.

HYP Surveillance investment in remote mosaic landscapes should raise reported outbreaks there before it lowers them. A falling count after expanded surveillance would be the surprising result.

The 30 per cent nature target is further off at sea than on land

OBS Campaign for Nature and Together for the Ocean reported on 23 September that about 20 per cent of land and inland waters and 10 per cent of the ocean are designated as protected or conserved. Full delivery of existing commitments would reach 27 per cent on land and 12 per cent at sea by 2030. INF The target counts designation, while ecosystems respond to enforcement and management. At sea, the gap between 10 and 3.5 per cent is where fishing rules, patrols, and monitoring decide whether a boundary changes anything. The finance gap is starkest where enforcement is hardest: the report puts ocean needs at about $16 billion a year against $1.8 billion spent. A designation without a budget can satisfy the metric while leaving the ecosystem exposed. The UN biodiversity summit in Yerevan, opening 19 October, is the first occasion for governments to address the shortfall together.

HYP Commitments that attach enforcement budgets and monitoring to new areas would narrow the effective gap. New designations alone would narrow only the headline.

Arctic sea ice reaches a minimum tied for tenth lowest, extending a twenty-year plateau

OBS NASA and the National Snow and Ice Data Center reported that Arctic sea ice reached its 2026 minimum on 12 September at 4.60 million square kilometres, tied for the tenth-lowest in the satellite record. The twenty lowest minimums have all occurred from 2007 to 2026. INF A plateau at a low level is a different condition from recovery. The ice has stopped setting new records while remaining far below the pre-2007 range, so the system varies around a lower state. Planning that treats the absence of new records as improvement would misread the series. The plateau also leaves a scientific question open: whether the recent flat trend reflects variability that will end or a feedback that slows loss at this level. Shipping routes, ecosystems, and regional weather respond to the lower level whatever its cause.

HYP Ice thickness and volume, not extent alone, will show whether the plateau is stable. A run of record lows would end the plateau reading.

AI executives ask the Security Council for rules, and Washington rejects a new global structure

OBS France convened the Security Council’s first meeting focused specifically on safety risks from increasingly capable AI on 23 September. Yoshua Bengio, Sam Altman, Dario Amodei, and Clément Delangue briefed. Amodei called for agreement not to let AI build biological weapons, ways to verify model capabilities, and common testing standards. INF The executives asked governments to set rules for firms like their own, and the government of the country where OpenAI and Anthropic are based rejected a new global structure. That leaves the proposals with an audience but no adopting body. China’s ambassador, Fu Cong, argued for open-source models and against technology blocs, adding a third position to the record. A cargo of this size implies organised production, a transport route, and buyers who could rely on the form.
